"We see the market as a zone of personal autonomy and freedom, and as outsiders we should be acting to try to strengthen the market as an institution in North Korea. Not only to address the material needs of the North Korean people, but to address broader humanitarian and social concerns as well. Ultimately, to use a Marxian formulation, we want to intensify the contradictions. We want to constrain what is effectively an unaccountable regime. And as I said earlier, to me that is the great tragedy of North Korea, that the political regime effectively has no accountability and that it can impose the worse sorts of misery on its people... "
