"The North Korean economy is a highly distorted economy. It is probably the most distorted economy in the world and as a consequence, economic reform could be enormously beneficial. There would be absolutely tremendous positive paybacks to reform in the DPRK. However, to attain those great gains, there would have to be large changes in the composition of output and in the composition of employment. Literally, millions of people could be switching jobs...”
