As a result, we create sympathy for those who are unfortunate to be found in violation of the law and subject to arrest. Because of this sympathy factor, we tend to let people out of jail early and our enforcement efforts are sporadic, often based on political revenge rather than commitment to creating a transparent and predictable society...”
